Wooden pallets ISPM15 refers to the application of ISPM15 (International Standards for Phytosanitary Measures No. 15) regulations to wooden pallets in international trade. ISPM15 is an international phytosanitary measure standard formulated by the International Plant Protection Convention (IPPC) to regulate the quality of wooden packaging materials in international trade and prevent the spread of agro-forestry pests worldwide through wooden packaging.

  1. Quarantine Treatment:

    • Heat treatment: The center temperature of the wood must reach at least 56°C for more than 30 minutes (new regulations specify a center temperature of 56°C for more than 240 minutes, or over 71°C for more than 60 minutes).

    • Fumigation treatment: The minimum fumigation temperature is not less than 10°C, and the fumigation time is not less than 16 hours (new regulations specify a fumigation time of not less than 24 hours).

    • All imported wooden pallets must undergo quarantine treatment.

    • The treatment methods include heat treatment and fumigation treatment.

  2. Marking Requirements:

    • Imported wooden pallets must be marked with the ISPM15 international marking.

    • The marking includes the IPPC abbreviation, the country code (e.g., CN for China), a three-digit registration number for the wooden packaging manufacturer, the pest control method code, and a four-digit code for the direct inspection and quarantine bureau.

  3. Implementation and Transition Period:

    • ISPM15 was implemented globally starting from September 16, 2005, after a transition period from January 1, 2004, to September 16, 2005.

    • Countries have their own notification and implementation timelines. For example, the United States and Canada fully implemented ISPM15 on September 16, 2005, while Australia implemented it initially on July 1, 2004, with full implementation on September 1, 2004.

  4. Impact on Wooden Pallet Trade:

    • Wooden pallets that do not meet ISPM15 standards may be subject to return or destruction upon arrival at the destination country.

    • Exporters need to ensure that their wooden pallets comply with ISPM15 regulations to avoid trade disruptions.

  • Familiarize with the ISPM15 regulations and requirements of the importing country.

  • Ensure that wooden pallets undergo the required quarantine treatment and are marked correctly.
